		<description>I asked recently a parking officer for an explanation of this exact sign.  He said to consider red signs with white letters as pertaining only to the mentioned type of vehicle, in this case commercial, everybody else CANNOT pay and park, UNLESS OUTSIDE of the mentioned hours/days -- then, payment is NOT required.  Ain&#039;t that something!!! Non-commercial should include Police, Postal, FBI, CIA, Presidential and other vehicles, but somehow I feel they can afford quite a lot more tickets than civilians like us can.  Who said life was fair?</description>
